    From 2014, Malta had the Individual Investor Programme, which the European Commission had recognised as a “golden standard” among the available citizenship by investment programmes across the globe. In 2020, the Maltese government terminated the programme and launched the Malta Citizenship by Naturalisation for Exceptional Services by Direct Investment 

    Popular among investors, the programme grants citizenship to highly talented high-net-worth individuals and families who contribute to Malta’s economic growth. Applicants have two investment options:  

    1. Acquire Maltese citizenship after one (1) year of residency in Malta with a contribution of €750,000  
    2. Obtain Maltese citizenship after three (3) years of Maltese residency with a contribution of €600,000  

    Applicants are also required to make a charitable donation of €10,000 and purchase or rent a property in the country. The minimum amount for purchasing real estate is €700,000. If applicants opt to rent a property, the minimum annual rent is €16,000 for five years.  

    The granting of Citizenship for Exceptional Services Regulations will be limited to a maximum number of 400 successful applicants annually, capped at 1,500 for the entire regulations.
