Didn't the EU end Malta's citizenship-by-investment programme?
The April 2025 CJEU ruling ended the prior transactional programme structure. It did not end the legal possibility of acquiring Maltese citizenship through investment under the merit framework — it changed the structure, not the destination. The current framework is more rigorous, and that rigour is exactly what preserves the value of the passport.
